تصور مقترح لحوكمة مجلس إدارة الهيئة العامة للأوقاف اليمنية

الملخص

 هدف البحث إلى وضع تصور مقترح لحوكمة مجلس إدارة الهيئة العامة للأوقاف في ضوء مبادئ الحوكمة وتصورات بعض الخبراء في الحوكمة والأوقاف، واستخدم البحث المنهج الاستشرافي ممثلًا في أسلوب (دلفاي)، وتم التطبيق في جولتين من خلال استخدام استبانة أداة لجمع تصورات عينة من الخبراء في جامعة صنعاء والهيئة العامة للأوقاف بلغت (22) خبيرًا، وقد توصلت الدراسة إلى نتائج عدة، أهمها: تقديم تصور مقترح لحوكمة مجلس إدارة الهيئة العامة للأوقاف في ضوء شبه الإجماع للخبراء في مجال الحوكمة والأوقاف، حيث وصلت النسبة في الجولتين إلى (93%) للجولة الأولى و(94%) للجولة الثانية، وكان المدى بين جولتي الأداة ككل يساوي (1.1%)، وهذا يدل على زيادة اتفاق الخبراء على آرائهم حول كافة معايير ومؤشرات الأداة، وقد ارتكز التصور على ثلاثة مكونات رئيسة، هي:(توفر إطار فعال، ومسئوليات مجلس الإدارة، والإفصاح والشفافية)، وفي ضوء النتائج يوصي البحث بمجموعة من التوصيات، أهمها: ضرورة إيجاد توجه إستراتيجي من قبل الدولة في تبني ودعم تطبيق التصور المقترح لحوكمة مجلس إدارة الهيئة العامة للأوقاف اليمنية، ويتم التنفيذ عبر مراحل وخطوات متدرجة بحسب الإمكانات وواقع المجلس.

A proposed vision for the governance of the Board of Directors of the General Authority of Yemeni Endowments

Abstract

The research aimed to develop a proposed vision for the governance of the Board of Directors of the General Authority for Endowments in light of the principles of governance and the perceptions of some experts in governance and endowments. The research used the forward-looking approach represented by the Delphi method. The application was carried out in two rounds by using a questionnaire as a tool to collect the perceptions of a sample of experts at the University Sana'a and the General Authority for Endowments reached (22) experts، and the study reached results، the most important of which are: presenting a proposed vision for the governance of the Board of Directors of the General Authority for Endowments in light of the near unanimity of experts in the field of governance and endowments، where the percentage in the two rounds reached (93%) for the first round and ( 94%) for the second round. and the range between the two rounds of the tool as a whole was equal to (1. 1%)، and this indicates To increase the experts ’agreement on their opinions on all criteria and indicators of the tool. The vision was based on three main components: (providing an effective framework، responsibilities of the board of directors، and disclosure and transparency). In light of the results، the research recommends a set of recommendations، the most important of which are: It is necessary to find a strategic direction by the state in adopting and supporting the implementation of the proposed vision for the governance of the Board of Directors of the General Authority of Yemeni Endowments. Implementation will take place through phases and gradual steps according to the capabilities and reality of the Council.
