الجامعة الذكية: دراسة مقارنة لإمكانية توظيفها في تطوير التعليم الجامعي اليمني

الملخص

هدفت الدراسة إلى التعرف على الإطار المفاهيمي للجامعة الذكية والمبررات الداعية إليه، ومتطلباته في عصر تحول الرقمي، ومعرفة إمكانية الاستفادة من نموذج الجامعة الذكية كنموذج لتطوير التعليم الجامعي من خلال التحليل المقارن لتجربتين رائدتين (جامعة حمدان بن محمد الذكية والجامعة الدولية السويسرية الذكية)، واستخدمت الدراسة المنهج الوصفي التحليلي ، وتوصلت الدراسة إلى عدد من النتائج أهمها: تواجه التعليم الجامعي تحديات تشريعية وهيكلية، وغياب استراتيجية واضحة للتحول الرقمي، إضافة إلى ضعف البنية التحتية الرقمية من حيث ندرة التجهيزات التقنية وارتفاع تكلفة الانترنت وضعف كفاءته، ورغم ذلك شهدت بعض الجامعات مبادرات أولية للتحول، تمثلت في إنشاء مواقع إلكترونية، واستخدام البوابة الإلكترونية للقيد والتسجيل، وتطبيق أنظمة التقييم الإلكتروني، إلا إن هذه الجهود تبقى غير كافية لتحقيق نقلة نوعية في مجال التحول نحو الجامعة الذكية.

Smart Universities: A Comparative Study of the Possibility of Utilization to Develop Yemen`s Higher Education.

Abstract

The study aimed to identify the conceptual framework of Smart University and the justifications for its adoption, as well as and its requirements in the era of digital transformation. Furthermore, it sought to determine the feasibility of utilizing the  Smart University model for developing Yemeni universities through the comparative analysis of two pioneering experiences (Hamdan Bin Mohammed Smart University and the Swiss International University). The analytical descriptive approach was used. The study reached a number of conclusions, the most important of which are: Yemeni universities face legislative and structural challenges, the absence of a clear strategy for digital transformation, In addition, the weakness in the technical infrastructure , scarcity of technical equipment,  high cost of the internet and poor efficiency. Despite these challenges, some universities have seen initial transformation initiatives ,such as  establishing websites, utilizing electronic portals for enrollment and registration, and implementing electronic evaluation systems. However, these efforts remain inadequate to achieve a qualitative leap towards the Smart University.
