تقييم جودة الأداء الأكاديمي في الجامعات اليمنية الحكومية في ضوء بطاقة الأداء المتوازن

الملخص

هدفت الدراسة إلى تقييم جودة الأداء الأكاديمي في الجامعات اليمنية الحكومية في ضوء بطاقة الأداء المتوازن بأبعاده (المستفيدين-المالي-العمليات الداخلية-التعلم والنمو)، ولتحقيق ذلك تم استخدام المنهج الوصفي التحليلي، وكانت الاستبانة المكونة من (4) أبعاد و(47) فقرة، والمطبقة وفقًا لأسلوب دلفي على عينة مكونة من (31) خبيرًا هي أداة جمع البيانات، وبعد جمع البيانات وتحليلها خلصت الدراسة إلى عددٍ من النتائج، أهمها: متوسط آراء الخبراء حول تقييم جودة الأداء الأكاديمي بأبعاده جاء بدرجة "ضعيفة" وبمتوسط (2.22)، وجاء "بُعد العمليات الداخلية" بمتوسط (2.24) في المرتبة الأولى، ويليه "بُعد التطور والنمو" بمتوسط (2.18)، أما ثالثًا جاء "بُعد المستفيدين" بمتوسط (2.06)، وأخيرًا "البُعد المالي" بمتوسط (2.1). 

ويشير اتفاق الخبراء إلى إدراكهم للفجوة بين الأداء الاستراتيجي الفعلي للجامعات الحكومية وبين الأداء الاستراتيجي المطلوب.

Abstract

         The research objective is to assess the quality of academic performance in Yemen's public universities in the light of the balanced scorecard in its dimensions (beneficiaries-financial-internal-development and growth processes). To achieve that the analytical descriptive approach was used, and a questionnaire consisting of (4) dimensions was applied, according to the Delphi method, on a sample of (31) experts as data collection tool. After collecting and analyzing the data, the research concluded a number of results, the most important of which are: The average expert opinion on the evaluation of the quality of academic performance in its dimensions was "low" (2.22). The "internal process dimension", with an average (2.24), was first, followed by the "development and growth dimension" with an average (2.18) The third was the "beneficiary dimension" with an average (2.06), and the "financial dimension" was the last with an average (2.1). The experts' agreement illustrates their perception of the gap between the actual strategic performance of government universities and the strategic performance required.
